How to define and measure change
The World Health Organization (WHO), in partnership with other agencies, identified the seven most effective evidence-based strategies to reduce violence against children in a technical package called INSPIRE. Appendix A on this page lists the core indicators identified by INSPIRE that can be used by governmental and non-governmental agencies to define and measure change in the prevalence and prevention of violence against children within their communities/nations. Appendix B includes sample survey questions that can be used to assess the core INSPIRE indicators.
